Yes there is. And I have to credit RonSWinTeam for turning both A41202813 and me onto it in the original forum discussion.
It's called StumbleUpon. Go to the site and click the Stumble! button in upper-left corner, and it will take you to a random page. For easy navigation and choices, StumbleUpon displays the page in a frame that gives the appearance of a toolbar.
To be honest, the selections aren't all that random. You can pick topics, and if you're a member, you can vote on whether you like the page. Votes effect the likelihood that the page will come up for others.
You don't need to join StumbleUpon to use it, but a membership is free and gives you some options. In addition to voting, you can select your preferred topics and share recommendations with friends. And you can download and install the real toolbar (if you don't feel you already have too many browser toolbars).
