Application Monitor can be set to send an email whenever it restarts a program; this can alert an administrator that something is wrong and let him log in to examine the situation. If a program keeps being launched and then crashing, for example, it probably indicates a serious error.

Application Monitor is a fairly basic tool that does not provide advanced error recovery or tracking features, but it does a good job of giving a failed program (or one simply shut down by accident by a clueless user) a good kick in the pants. Use it if your process monitoring and control needs are light.

Note: This program is donationware. It is free to try, but the author accepts and encourages donations towards further development. The author tested this software under Vista and it seemed to work fine, but Vista is not listed as being supported and it looks as if development has stopped. PC World has been unable to reach the vendor for clarification.
