By default, the WinExt bar has a button for changing the program settings, such as deciding whether it's always on top and displays a box to directly enter 'Run' commands, and other buttons for launching all your IE favorites or programs listed in the Start menu's 'All Programs.' You'll also see all your Quick Launch icons.

Drop-down menus that navigate through your PC starting in the My Documents folder, Desktop or My Computer follow. And finally, to the far right a marquee cycles to display memory usage, the time and date, and other information.

Power users willing to mix-and-match items between the Windows task bar, Start menu and WinExt would likey get the most from the free download. You could choose to display quick launch icons only on WinExt, for instance, and save the extra space on the taskbar for displaying running programs.
