Downloads for improving the PCs, such as partitioning software and battery monitors, also enjoyed popularity. Photography also made a strong showing, with downloads to organize photos and turn them into compelling video slideshows.

Top Downloads Introductions of November 2009
PC World's readers looked to the tried-and-true last month. Perhaps we should say the tried-and-TrueCrypt, since the newest version of that free and open-source encryption program enjoyed popularity. Norton's a name that folks will pay for--or at least check out in a trial version--but all the others in October's top ten downloads are freebies. And although Windows 7 is certainly a draw, finding Tweak UI on this list tells us that many are sticking with XP for now.
