You won't enjoy Adobe Acrobat's advanced features, such as creating hotlinks or a table of contents, but if you're looking for a no-frills way to print PDF files, this free program is a good choice. Although Free PDF technically isn't a printer driver, it behaves like one in that it lets you print PDFs from Windows applications.
Like some free programs, there's a catch. In this case, in order to fully create PDFs, you need to use the program in conjunction with two other apps: RedMon and Ghostscript. The good news is that both of these programs are free and, in conjunction with Free PDF, can be used with any PostScript printer.
