CrazyTalk lets you do just that, and boy oh boy, the temptation to misuse this thing is awful. Feed any image into CrazyTalk and append various synthetic or natural voices, plus 20 different prepackaged emotions. CrazyTalk files can be sent as HTML email, AVI files, or self-running .exe files.
