The name of this program says it all --- it lets you tweak Vista in countless ways and look at system performance. It's certainly not alone in that, but it has a particularly simple and well-designed interface that makes tweaking especially easy. You'll be able to see what programs run on startup, see how much RAM each of your currently running programs use, and change Vista security. One particularly useful feature is the Services module, which will turn on or off various Vista services, depending on how you want to use your PC.

There's plenty more here as well, including letting you customize how User Account Control works. Considering that this program is free, it's hard to beat. Note that this is the free trial version. A full version, with a fee of $19.95, offers additional features, such as benchmarking, analyzing system startup and shutdown, and similar features.
