If you need more than the basic partitioning functionality provided by Windows--or do a lot of work with hard drives--you're going to love Parted Magic. PM is a bootable Live Linux distribution that runs completely from memory: it doesn't access the hard drive at all. This program provides easy access to the Gnome Partition Editor, a highly competent tool that supports every type of partition you can think of: ext2, ext3, ext4, fat16, fat32, hfs, hfs+, jfs, linux-swap, ntfs, reiserfs, reiser4, and xfs.
As you can tell from the 50MB download size, version 3 is svelte, requiring only 300MB of memory. That will work on it's good for 95% of what's out there, (although it won't cut it on older systems with only 256MB of RAM). There are downloadable ISOs for both CD and flash drives. I keep both around as there are still many systems, including some very recent vintage ones, that have a hard time booting from flash drives. However, when they do, it's a much quicker boot.
I have found rare instances where Parted Magic won't boot the system all the way. However, even when it won't boot into Linux, it can be very handy. Among the options on the boot menu is a recent version of Memtest 86,,the most reliable memory checker I've run across. When you do make it into Linux--which is the vast majority of the time--you can do more than just create, delete, resize, move, etc. partitions. There's a version of Firefox, an imaging utility, chat utility, partition recovery utility and a lot more.
If you don't have Parted Magic in your PC toolkit, you should get it. It's incredibly handy, boots extremely quickly and once booted--everything works great. Some of the tools are a bit geeky, but hey, so are boot discs.
