Description of VicMan's Photo Editor
With this free image editor, you can turn snapshots into works of art, as well as draw your own images using its built-in image enhancement functions. Select a pencil, brush, or eraser and set its size, shape, and transparency. Other features allow you to select colors with an eyedropper, paint colors in a gradient, and add plain or antialiased text to any picture. The program supports more than 20 image formats. The distortion tools offer more than a dozen variations of twirls, waves, rotations, mirrors, and ovals, and even a fish eye effect. Use the trilinear filters to blur your image, create 3D extensions, and sharpen the image. The Pro edition offers free lifetime upgrades and technical support by mail, skins to change the interface, and export of images into .gif format.
