Description of PsShutdown
Ever realize as your computer's shutting down that something's going wrong--but think you're powerless to restart? This command line utility lets you initiate a 20-second countdown sequence that you can interrupt. It also gives you options like hibernation, locking the PC, and forcing a shutdown.
