Strengths: Photoscape makes many functions much easier to execute than in Photoshop Elements and my other favorite programs, Paint.Net and FastStone Image viewer. In particular, the "deepen," "bloom," and other commands have helped me rescue some photos I'd given up on and further improve some I was already happy with. The program also provides some interesting new frames, and effects such as "reflection" are very cool for the right images. I haven't begun to fully exploit everything in the program, but it is very robust, and very easy to play with.
Weaknesses: None specifically, though I find I still tend to use two or three programs on the same image quite often, doing what each does best (or what I know how to do in each).
Overall Evaluation: Outstanding, a real gift. I'm donating today.

Strengths: Photoscape has many of tools organized in a nice interface
Weaknesses: None so far
Overall Evaluation: Good old fashioned free ware program with some new twists. Very easy to pick a tool and make short work of photo editing needs. I like it a lot. I really like the cropping tool, which allows you to simply save the cropped area as a new image, instead of cropping the original, or copy paste as new image then save .

Strengths: Ease of use...
Weaknesses: Still looking...
Overall Evaluation: It's as good or better then many of the same type of programs that you will pay $80.00 or more for such as Adobe Photoshop Elements, etc. This program is so easy & fun to use - it's unreal! It's has the best tutorials I've every seen, just click on the help button and see for yourself - the help videos will show you what you can do with the program and how. It's also only 24mb in size installed, so it won't take up much room on your computer. Don't miss this one!
