ACDSee Classic is a lean image viewer and organizer optimized for Windows 95, 98, and NT. You can use it to browse thumbnails, view a wide variety of file types, and convert images from one file type to another, but aside from a crop option, it lacks image-editing features entirely.

This program was a hot download back in the days when lossless JPEG rotation was a big selling point. Now, newer products in the ACDSee family offer considerably more functionality.

If you're tight for disk space on an elderly system and you're willing to look, but not touch your images, this program might appeal to you. But nostalgia aside, why spend money on this when you could get something very similar for free?
