This isn’t a program for anyone unfamiliar with FTP. It provides no guidance or help about how to use it or set it up, and how to tell people to connect to it. It doesn’t even have a way of checking your current IP address to give out to people to connect to it. You’ll have to find that on your own.
Keep in mind that if you set up this FTP server at home, you may have problems when people try to connect to it from outside your home network. Your router, for example, may block inbound connections or have a built-in firewall, and a software firewall may block access as well. In addition, because your home IP address changes regularly, you will not be able to give out an IP address that can always be used to connect to your home server. So be prepared to do some troubleshooting.
Still, if you’re already familiar with FTP, and are looking for a free basic FTP server, Home FTP Server is worth a try.
